Leo studied medicine in Trinity College earning a BA, BAO, BCh and MB in 2003. He was elected to full membership of the Irish College of General Practitioners in 2010.
Prior to his election to the Dail, he was a member of Fingal County Council from October 2003 receiving the highest ever vote in Ireland in the Local Elections of 2004 after which he was elected Leas-Cathaoirleach (Deputy Mayor) of the county.
